The ground rules

What WE-NEO is

A speedrun leaderboard and community for the Neo Geo AES+, operated by WE-NEO LLC, a Kentucky limited liability company in the United States. “We”, “us” and “WE-NEO” in these Terms mean that company. WE-NEO is an independent, fan-run project and is not affiliated with, endorsed by, or sponsored by SNK, Plaion, or any game publisher. Game titles and console names are the trademarks of their respective owners and are used here to identify the games being run.

Who can use it

You must be at least 13 years old — 16 in countries where that is the minimum age for consent to online services — and you must meet the minimum age of whichever provider you sign in with. You may not use WE-NEO if we have previously banned you.

Your account

• Accounts are created by signing in with Discord, Twitch or Google. There is no password to lose, which also means the security of your account is the security of that provider account — turn on two-factor authentication there.
• One account per person. Second accounts used to inflate a board, evade a suspension, or vote up your own content will be removed.
• Your handle is yours, but not unconditionally: handles that impersonate another runner, imply official or moderator status, or are chosen to harass someone can be reclaimed. A set of brand and staff names is reserved.
• You are responsible for what happens under your account.

Submitting runs

• Runs must be performed on real AES+ or original AES hardware with original controllers — no emulators, no FPGAs, no keyboards, no macro or programmable input devices.
• Every run needs full video proof, hosted on YouTube or Twitch and publicly viewable.
• Splicing, manipulated RNG, doctored timing, or misrepresenting your hardware gets the run removed — and repeat offences get the account suspended.
• Submitting a run means accepting the published category rules and the verification standard, including the ruleset version in force when you submit.
• Every submission is reviewed before it appears as verified, and a record superseded by a faster or higher one is marked obsolete rather than deleted.

Your content, and what you let us do with it

You keep ownership of everything you post— your runs, your videos, your forum posts. By submitting it you give WE-NEO a non-exclusive, worldwide, royalty-free licence to host, display and reproduce it on the site and to feature it in WE-NEO's own promotion of the boards, such as a social post about a new world record. That licence exists so we can legally show your run on a leaderboard; it does not let us sell your content or license it onward to anyone else, and it ends for future use if you remove the content.

You confirm you have the right to post what you post — that the run is yours and the video is yours to share.

Copyright, and how to report infringement

Most of what you see here was submitted by runners, not by us. If you hold the rights to something posted on WE-NEO — a video, a screenshot, a piece of writing — and it went up without your permission, tell us and we will act on it rather than argue about it.

Send notice to support@we-neo.com. So we can act on it, a notice needs to include:

• Your signature, physical or electronic.
• Identification of the work you say has been infringed.
• A link to the specific material on WE-NEO— the run page, forum post or profile, not just the site as a whole. We cannot act on a notice that doesn't tell us what to look at.
• How to reach you: an address, a telephone number, and an email address.
• A statement that you believe in good faith the use is not authorised by the rights holder, its agent, or the law.
• A statement that the information in your notice is accurate and — under penalty of perjury — that you are the rights holder or authorised to act on their behalf.

We remove or disable access to material covered by a valid notice, and we tell the runner who posted it what was removed and why. A run taken down this way is not treated as a cheating accusation.

If a claim against your content is wrong

Mistakes happen, and a takedown is not a verdict. If your content was removed and you believe it was a misidentification or an error, you can send a counter-notice to the same address. Include your signature, identification of what was removed and where it was, a statement under penalty of perjury that you believe in good faith it was removed by mistake, and your name, address and telephone number. You will also need to consent to the jurisdiction of the federal court for the district where you live — or, if you are outside the United States, any judicial district in which WE-NEO may be found — and agree to accept service from the person who complained.

If we receive a valid counter-notice, we may restore the material after the statutory waiting period unless the complainant tells us they have filed a court action to keep it down.

Do not send either one lightly.Knowingly misrepresenting that material is infringing — or that it was removed by mistake — carries liability under federal law, and on WE-NEO it is also grounds for losing your account, the same as knowingly filing a false report against someone's run.

Repeat infringers

Accounts that repeatedly post material that infringes someone else's copyright are terminated, not just cleaned up. Removing a single run is not the end of it: we keep a record of upheld copyright complaints against an account, and an account that accumulates them loses access — and does not get to come back under a new sign-in.

Conduct

Don't do these, and the rest takes care of itself:

• Harassment, hate speech, threats, or targeting someone over a disputed run.
• Cheating, or knowingly filing false reports against someone else's run.
• Impersonating a runner, a moderator, a developer, or WE-NEO itself.
• Spam, advertising, or scraping the site at a volume that degrades it for others.
• Attempting to break, probe or circumvent the site's security or moderation.

Moderation and appeals

Moderators may reject or remove runs, lock or delete threads, and suspend accounts. Homebrew developers moderate their own game only. Decisions come with a reason, and a rejected run can be appealed — the appeal goes to someone other than the moderator who rejected it wherever possible. Serious or repeated abuse can mean a permanent ban without a prior warning.

Records outlive accounts

If you delete your account, your verified runs stay on the boards under an anonymised profile. Removing them would rewrite the history every other runner was ranked against. The full detail is in the privacy policy, and it is worth reading before you submit rather than after.

Third-party services

Signing in, hosting a video, or following a link takes you into someone else's service — Discord, Twitch, Google, YouTube — where their terms and privacy policies apply, not ours. We aren't responsible for those services or for what happens to your content on them.

Availability

WE-NEO is free and is provided as-is. We don't promise uptime, uninterrupted service, or that data is never lost, and we may change, suspend or discontinue any part of the site. We take backups and test that they restore, but a leaderboard is not a system of record for anything that matters financially or legally.

Disclaimers and liability

To the fullest extent the law allows, WE-NEO disclaims all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement. We are not liable for indirect, incidental, special or consequential damages, or for lost data, lost profits, or loss of standing on a leaderboard. Because the service is free, our total liability to you is limited to one hundred US dollars ($100). Some jurisdictions don't allow these limits, in which case they apply only as far as permitted.

Governing law

These Terms are governed by the laws of the Commonwealth of Kentucky, United States, without regard to its conflict-of-law rules. Any dispute will be brought in the state or federal courts located in Kentucky, and you agree to that venue — except that nothing here removes a consumer's right to bring a claim in their own country of residence where local law guarantees it.

Changes to these terms

We'll update the date at the top when these change, and announce anything material on the site rather than editing quietly. Continuing to use WE-NEO after a change means accepting the updated terms. Questions go to the support page.
